DESCRIPTION:A keynote address followed by a moderated discussion.\n\nEurop
 ean water regulation offers extensive experience in moving beyond establi
 shing regulatory frameworks to measuring performance\, ensuring complianc
 e\, and demonstrating regulatory impact. Across the region\, regulators h
 ave developed increasingly sophisticated approaches using standardized KP
 Is\, benchmarking\, performance monitoring\, transparency\, and incentive
 -based regulation.\n\nThis panel will examine how European regulators are
  using these tools to understand whether regulatory frameworks are delive
 ring the outcomes they were designed to achieve\, and how performance inf
 ormation can be translated into stronger accountability\, better utility 
 performance\, and improved consumer outcomes.\n\nThe discussion will focu
 s on three questions:\n\n• How do regulators measure whether water util
 ities are meeting regulatory expectations and delivering the required out
 comes?\n• How are benchmarking\, incentives\, and penalties being used 
 to drive compliance and improve utility performance?\n• How can transpa
 rency and performance data strengthen accountability\, protect consumers\
 , and inform the next generation of regulatory practice?\n\nDrawing on di
 fferent European regulatory models\, the panel will identify practical to
 ols and lessons that can help regulators elsewhere develop credible perfo
 rmance indicators\, effective compliance systems\, and more outcome-focus
