 nThe GCC is at the forefront of a fundamental shift in water regulation. 
 Severe water scarcity\, rapid urbanization\, climate pressures\, and grow
 ing reliance on desalination and reuse are reshaping how water services a
 re planned\, financed\, and delivered. The region also offers important e
 xperience in developing large-scale infrastructure through long-term publ
 ic-private partnerships and increasingly sophisticated regulatory and pro
 curement frameworks.\n\nThis panel will examine how GCC regulators are ev
 olving their approaches to support water security\, investment\, innovati
 on\, affordability\, and resilience\, while maintaining effective oversig
 ht across an increasingly complex water value chain.\n\nThe discussion wi
 ll focus on three questions:\n\n• How are GCC regulators adapting estab
 lished frameworks to respond to growing water scarcity\, climate risk\, d
 esalination\, reuse\, and new technologies?\n• How can regulation provi
 de the predictability needed to attract long-term investment while protec
 ting affordability\, service quality\, and the public interest?\n• How 
 can GCC regulators move toward more integrated regulation that connects w
 ater production\, distribution\, wastewater\, reuse\, demand management\,
  and environmental objectives?\n\nDrawing on experience across the GCC\, 
 the panel will identify practical regulatory approaches that can accelera
 te investment and innovation while strengthening long-term water security
