Biography
Joe Mouawad has more than three decades of experience in the water industry and became General Manager of Eastern Municipal Water District’s (EMWD) in 2021, after starting at EMWD in 2006.
Mouawad is responsible for overseeing operations of the organization that employs 600 people and is responsible for providing high quality and reliable water, wastewater and recycled water service to nearly one million people in a 558-square mile service area in western Riverside County.
Mouawad has first-hand experience managing EMWD’s $100 million annual Capital
Improvement Program, including expansion of its groundwater desalination program and sophisticated recycled water program. Mouawad has helped EMWD secure hundreds of millions in grants and loans through partnerships with state and federal agencies.
Mouawad also worked at Elsinore VMWD and in private sector, andreceived his Bachelor of Science in Civil Engineering and a Master of Science in Civil Engineering from UC Los Angeles.
