Biography
Mr. Muñoz is the Desalination Discipline Leader at CDM Smith, with more than 18 years of international experience delivering complex water supply and desalination projects worldwide. His expertise spans seawater and brackish water reverse osmosis (SWRO, BWRO) and nanofiltration (NF) systems across the United States, South America, the Caribbean, and the Middle East. He has led projects throughout the full lifecycle, from early conceptual studies and permitting to detailed process design, EPC and Design‑Build delivery, BOOT concession frameworks, commissioning, start‑up, performance testing, and operational O&M optimization. Mr. Muñoz has served as multidisciplinary technical lead on major membrane projects, with strong capabilities in project scheduling and cost estimation for capital investments exceeding USD 1 billion. His expertise includes CAPEX and OPEX analysis, desalinated water tariff development, and regulatory compliance. He has contributed to the development of more than 15 desalination projects globally and authored more than 10 technical publications on desalination.
